The Department of Social Welfare was bifurcated into two directorates namely:- Directorate of Women & Child Development and Directorate of Social Welfare and Tribal Affairs on 13th Aug 2018.
Women & Child Development as the name suggests deals with all matters for the health, nutrition and welfare of Children and Women. Under Children’s development, growth and nutrition, we have the ‘Integrated Child Development Services’ (ICDS) with 2244 Anganwadi Centres spread out over the 11 districts in the state and the Anganwadi is the focal point for delivery of services to Children below 6 years, adolescent girls, pregnant and lactating mothers. On the other hand, the ICPS or Integrated Child Protection Scheme work towards protecting Children from various offences and harm as is laid down under the Juvenile Justice, Care and Protection of Children’s Act ‘2016’. All Districts are manned with experienced staff to tackle all issues related to the protection of Children.
The Women's section on the other hand deals with different Women centric schemes and laws such as The Protection of Women from Domestic Violence Act, 2005 and the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013. Under these various schemes implemented under the Department, the Mahila Shakti Kendra (MSK) Scheme works for the overall empowerment and State Resource Centre for Women (SRCW) is the Project Management Unit (PMU) of all the sub-schemes under the Umbrella Scheme which includes of Beti Bachao Beti Padhao (BBBP), One Stop Centre (OSC), Universal Women Helpline (WHL), Swadhar Greh, Ujjawala, etc at the State level. At the district level, Mahila Shakti Kendra - District Level Centre for Women (MSKDLCW) is the PMU for all the mentioned schemes and the MSK- DLCW's Women Welfare Officers are also the Protection Officer of Domestic Violence for each district. Each district has a One Stop Centre and Swadhar Greh Home to facilitate women who are in difficult circumstances, suffers abuses and requires assistance from such situations. Those women who require such assistance can directly approach any one of these establishment or call Women Helpline's toll-free number 181 which is open 24/7 and can be called from any part of the State. This toll-free number can also be called to enquire the various women related schemes and programmes of the Government.
